Resolution of Censure for Representative Lori McCann

WHEREAS, Lori McCann was elected as a Republican representative of the State of Idaho House of Representatives in Legislative District 6 of which Latah County is situated.

WHEREAS, Representative Lori McCann did pledge to support the U.S. Constitution, Idaho State Constitution and the Republican Party Platform during her run for office.

WHEREAS, the Latah County Republican Central Committee on April 25, 2023 unanimously voted to review the voting record of Representative Lori McCann and thereafter formed a special investigating committee.

WHEREAS, the special investigating committee held meetings between May 1, 2023 and June 21, 2023, met with and received comments from Representative Lori McCann about her voting record.

WHEREAS, the special investigating committee presented thirteen alleged violations of the platform to the Latah County Republican Central Committee on July 25, 2023.

WHEREAS, the Latah County Republican Central Committee on July 25, 2023 voted to receive each of the thirteen violations and passed a resolution to convene a Latah County Republican Central Committee hearing about these thirteen specifications.

WHEREAS, the Latah County Republican Central Committee held a hearing on August 15, 2023 where the thirteen specifications were presented and Representative Lori McCann was given time to respond.

WHEREAS, the Latah County Republican Central Committee voted and found Representative Lori McCann to be in violation of the Republican Party Platform on these five charges.

  • CHARGE 1, Representative Lori McCann voted “NO” on House Bill 314 – “School and Library Protection Act” in violation of Article XIV, Section 4 of the Republican Party Platform, adopted July 16, 2022.
  • CHARGE 2, Representative Lori McCann voted “NO” on House Bill 265 – “Sexual Exhibitions minors, public – creating a duty of care for promoters, organizers, and performers of sexual exhibitions in violation of Article XIV, Section 4 of the Republican Party Platform, adopted July 16, 2022.
  • CHARGE 3, Representative Lori McCann voted “NO” on House Bill 155 – “Vaccines Prohibitions – relating to an immunization; amending Chapter 23, Title 67, Idaho Code, by the addition of a new section 67-2359, Idaho Code, to provide that persons shall not be required to receive a Coronavirus vaccination…” in violation of Article XIII, Section 3 (C) (D) 4 of the Republican Party Platform, adopted July 16, 2022.
  • CHARGE 10, Representative Lori McCann voted “NO” on “House Bill 259 – “Absentee Ballots – Amends existing law to revise provisions regarding the issuance of absentee ballots” in violation of “We believe the protection of individual rights is upheld when personal responsibility for behavior is exercised” of the Preamble of the Idaho Republican Party Platform, adopted July 16, 2022.
  • CHARGE 11, Representative Lori McCann voted “NO” on House Bill 273 – “Property Tax Budgets – Amends existing law to provide that a property tax budget may be reduced by initiative or referendum” in violation of Article 1 Section 2 (A)(B)(C) of the Republican Party Platform, adopted July 16, 2022.

NOW, THERFORE, BE IT RESOLVED, that the Latah County Republican Central Committee:

Formally censures Representative Lori McCann for her voting record on these five charges;

Expresses disappointment in Representative Lori McCann and her failure to adhere to the values and principles of the Idaho Republican Party Platform and her constituents;

Calls upon Representative Lori McCann to publicly reaffirm her commitment to the Idaho Republican Party Platform;

Directs the Latah County Republican Central Committee Secretary to transmit an official copy of this Resolution to Representative Lori McCann;

Directs the Latah County Republican Chair to transmit a copy of this resolution to the Idaho State Republican party as required by party rules;

Publish a copy of this resolution on the Latah County Republican web site.
